Toan Chu was convicted in 1992 in Alameda County, California, for Rape by Force in Concert with Another in the Commission of Kidnapping, Forcible Oral Copulation of a Minor in Commission of Kidnapping, and Assault During Sodomy in the Commission of Kidnapping. Federal law required Chu to register as a sex offender for life at any place he resided. Owasso police learned that a 15-year-old girl, not related to Chu, was living at his residence when Chu brought the girl to enroll at school. Chu had not registered at that residence as required.
