Additional Information: Judge Bill McCulloch was born and raised in Dallas, Texas. He graduated from Highland Park High School, the University of Texas (B.A. Plan II) and the University Of Texas School Of Law. He is a member of Phi Gamma Delta Fraternity, Pi Sigma Alpha (Honorary Political Science Fraternity) and Phi Delta Phi Legal Fraternity. He was a member of Scabbard and Blade Honorary Military Fraternity and a Distinguished Military Graduate. Upon graduation from Law School, he served in the United States Army being discharged with the rank of Captain. He joined the firm of McCulloch, Ray, Trotti & Hemphill in Dallas, Texas in 1967 practicing in the areas of Probate, Wills & Estates, Corporate law and Litigation. In 1970 he moved to Houston to join the Corporate Section of Bracewell & Patterson. In 1976 he joined Texas Commerce Bank in Houston where he served as Manager of the Probate Section of their Trust Department. In 1985, he was appointed Judge of the newly created Probate Court No. 4 of Harris County and has been re-elected Judge of that Court in 1986, 1990, 1994, 1998, 2002, and 2006. He elected not to seek re-election in 2010. Activities He is a member of the State Bar of Texas and the Houston Bar Association. He has served as an Adjunct Professor of Law in Wills, Trusts & Estates at South Texas College of Law and as an Adjunct Instructor in Conflict Resolution at the College of Biblical Studies in Houston. He has served as Past Chairman of the Probate, Trusts & Estates Section of the Houston Bar Association, as a Member of the National College of Probate Judges, as a Member of the Houston Business and Estate Planning Council and as a Fellow of the College of the State Bar of Texas. He is a Life Fellow of the Houston Bar Foundation and the Texas Bar Foundation. He has served as the Presiding Statutory Probate Judge of Harris County and as Assistant Presiding Statutory Judge for the State of Texas.
