Additional Information: Professor Cunningham worked for more than 25 years as a legal services and public interest attorney in Washington, DC He served as a member the clinical faculty from 1996 to 2005. He is of counsel to the public interest law firm Terris Pravik & Millian. He practiced with the New York firm of Lovejoy, Wasson, Lundgren & Ashton, and then with the Washington office of the National Housing Law Project before joining Neighborhood Legal Services in DC in 1977.

While managing attorney of the Law Reform Unit, he conducted impact litigation in the areas of housing, welfare, and Medicaid in Washington, DC, and elsewhere. He frequently testified at DC Council hearings on issues affecting low income residents. In addition, he developed and participated in numerous training programs for legal services and pro bono programs both for national and local audiences.

His articles on impact litigation have appeared in the Clearinghouse Review and the Journal of Affordable Housing. He compiled and edited a widely used reference manual on landlord–tenant law.

He was formerly the vice chairman of the Board of Commissioners of the DC Housing Authority. Professor Cunningham has been awarded the Legal Aid Society of DC Servant of Justice Award, the Stuart Stiller Award, and the Jerrold Scoutt Prize in recognition of his service to legal services clients and the community. An Episcopal priest, he is the Rector of St. Thomas Episcopal Church, Dubois, Wyoming.
