Teresa Snook sued David Fogle, the driver of a Frederick County Maryland county vehicle and the county claiming that Fogle negligently operated his county truck near Shookstown Road and Kemp Lane on Jan. 23, 2002 with the direct result that the truck ran into a car being driven by Snook injuring her. Snook claimed that she suffered neck and back injuries in the collision and needed extensive medication and intrusive pain-management devices as a result of the accident. Snook had pulled onto the road behind the truck being driven by Fogel which stopped and backed into her car damaging it and injuring her.
