Description:
Jim Hazel and Jason Rodgers sued Summit County on a civil rights theory claiming that county officials discriminated against them because of their sexual orientation and prevented them from completing the home that they were building. They claimed that county officials treated them differently from straight couples in similar situations when resolving problems that arose with the installation of the septic system in the couple's house and with the damage of surrounding wetlands.

The County claimed that it did everything that it could to help the plaintiffs complete the house but they lacked the skills to do the work.
