Rhoades was formerly a Highway Patrol commissions, Micahel Harress and Megan Simpson are former Highway Patrol employees and Orr is a Captain.
Rhoades accused German of attempted bribery. German was seeking a promotion and alleged that Rhoades and Oklahoma Highway Patrol Chief Michael Harrell had provided confidential testing information to another trooper, Orr, who was
seeking a promotion.
German was accused of wrongfully threaten to release confidential information but the accusations were withdrawn.
Outcome: Settled for $231,700 plus $168,289 in attorney fees.
