Mother argues that, although the juvenile court could order her to engage in specified services, it lacked legal authority to order her to comply with the entire Action Agreement. She further argues that ordering her to comply with the entire Action Agreement and incorporating it into the judgment "blurs *** critical distinctions" between DHS's role as case planner and the court's role as neutral arbiter and "raises institutional concerns" as it "gives the appearance of unlawful delegation."...
