Description: Sacramento, California civil rights lawyer represented the Plaintiffs who claimed that county officials refused to provide social services to them.

After concluding that plaintiffs’ children were at risk in the family home, defendants obtained warrants to take the
children into protective custody. A California state court subsequently terminated plaintiffs’ parental
rights. Following unsuccessful appeals in state court, plaintiffs filed this lawsuit in federal court, alleging that
defendants (1) failed to provide plaintiffs with social services required by state law, and (2) made false and
misleading statements to the state court resulting in the termination of their parental rights. The district court
dismissed the federal claims under the Rooker-Feldman doctrine, finding that plaintiffs were seeking relief from the
state court judgments, and declined to exercise jurisdiction over the state law claims.

Outcome: Reversed
