Bill was born and raised in Minneapolis, Minnesota, and has a long history of public service including active duty in the United States Navy and serving as a member of the Minnesota House of Representatives. He earned a Bachelor of Science in Business degree from the University of Minnesota in 1963 and a Juris Doctor degree from the William Mitchell College of Law in 1970. Bill has lectured to many professional and social groups and organizations, and he has taught law students at the William Mitchell College of Law.
