Gregory Katsas handles complex litigation in areas including administrative law, antitrust, constitutional law, employment discrimination, international law and arbitration, and products liability. He has argued more than 70 appeals, including cases in the Supreme Court and every federal appellate court. He currently oversees dozens of appeals arising from the splintered statewide smoker class-action in Engle v. Liggett Group. In 2012, he briefed and argued the landmark constitutional challenge to the Affordable Care Act.

Between 2001 and 2009, Greg served in many senior positions in the U.S. Department of Justice, including as Assistant Attorney General for the Civil Division and Acting Associate Attorney General. In these positions, he supervised most of the federal government’s leading civil appeals. His own cases involved, among other things, the detention of enemy combatants at Guantanamo Bay, use of the state secrets privilege by the CIA, and defending the constitutionality of federal statutes on topics ranging from the Pledge of Allegiance to partial-birth abortion. He also oversaw the Civil Division’s enforcement activities under the False Claims Act and the Food, Drug, and Cosmetic Act. In 2009, Greg was awarded the Edmund Randolph award for outstanding service, the highest award bestowed by the Department of Justice.

Greg is active in a wide range of legal activities. He has testified before Congress eight times, and he has been an invited speaker for more than 150 speeches or panels. Pursuant to an appointment from the Chief Justice, he presently serves on the Advisory Committee on Appellate Rules, which advises the Supreme Court on possible amendments to the Federal Rules of Appellate Procedure.
