Anthony Jackson sued Robert Self and others on civil rights violation theories claiming that he was injured as a result of the use of excessive force by Newport News deputy sheriff Robert Self after he was stopped for a traffic violation.



The Defendants claimed that he had the right to order Jackson to terminate his cell phone call and get out of his vehicle after he was stopped and that he failure to do so justified them in removing him from the vehicle and handcuffing him.
