Palacio Paladin and Richard West sued Hillsborough County Department of Corrections and other county officials on a civil rights theory, 42 U.S.C. 1983, for confining them in
solitary confinement under horrific conditions that shocked the conscience. They claimed that they were locked in their cells for days at a time, having water to their sinks and toilets cut off, and having to ask for toilet paper. They
testified that they were not allowed any reading material, lost all their visitation and phone privileges and couldn't get pencils or paper to file complaints about their treatment.
