Larry Lomax, age 26, sued The City of Baltimore, Lt. Christopher O'Ree and Sgt Keith Gladstone on an excessive force theory claiming that two Baltimore police officers doused him with a spray canister and physically yanked him down during the riot that followed the death of Freddie Gray in 2015. The officers chemically blinded Lomax by filling his mouth and nose with pepper spray, the affects lasted for 21 days.
