Don Lowe sued the City of Bowling Green and Rick Maxwell on negligence theories claiming that they failed to exercise due care in addressing a long-term power outage at Lowe's Feed and Grain in Bowling Green in September, 2006 and, as a direct result, his company was damaged.
Water leaked into Lowe's Feed and Grain in Bowling Green on Sept. 26, 2002. Electricity wasn't restored until February 2004. The business did not open for several more months.
