Gary Matthews and Monte Brannan collaborated on a project to redevelop and revitalize a landmark hotel in Peoria, Illinois. The project was ambitious, complex, and required Matthews and Brannan to arrange financing. But instead of satisfying their obligations to lenders, Matthews and Brannan diverted project revenue for personal gain. Federal mail fraud and money laundering charges followed.<br>
