The family and estate of Richard Tyler Horrigan, age 17, sued the Village of Washington on a governmental tort claim theory claiming that the Village negligently failed to property address icing conditions on Baldwin Hill Road and, as a direct result, he lost control of his car when it hit ice on a curve and hit a utility pole. Richard was killed in the accident and his bother received minor injuries.
The Village of Washington denied wrongdoing.
