The charge against Divis stems from him registering to vote in Colfax County, Nebraska, in anticipation of the November 2020 general election. Specifically, on October 19, 2020, Divis submitted a Nebraska Voter Registration Application in Colfax County. As a part of that application, Divis indicated that his "Current Residence Address" was 186 East Fisk Street in the Village of Richland.
