Ms. Solomon received inpatient services for "several weeks" before being discharged to her home in Montgomery County, at which point she began receiving out-patient and aftercare services from Fresh Start. Ms. Solomon's outpatient and aftercare treatment, like her inpatient treatment, occurred in Montgomery County."
