Russell Lee Stanley, 46, was convicted of Forcible Sexual Intercourse – Rape on October 3, 2011, in Harrison County, Mississippi. He was sentenced to 25 years’ incarceration, with 12 years to serve day-for-day, and the remaining 13 years suspended for five years of post-release supervision. As a result, Stanley was required to register as a sex offender in any county where he resides or works.

Upon release in 2022, Stanley registered in Mississippi. In July 2023, the sex offender coordinator in Mississippi reported Stanley had failed to re-register as required. Warrants were issued for his arrest. The United States Marshals Service was alerted that Stanley may be located in Mobile, Alabama, and that he failed to register as required with the Mobile County Sheriff’s Office or Mobile Police Department. An investigation revealed that Stanley had been residing and working in Mobile since May 2023 without complying with SORNA requirements. Stanley was arrested on June 20, 2025.

The United States Marshals Service investigated the case.

Outcome:
The defendant was committed to the BOP for a term of 30 MONTHS. Pursuant to 5G1.3, the sentence should be adjusted from the time spent in custody from his state arrest on 6/20/2025 through the date of his federal sentence on 3/2/2026. This sentence is to be served concurrently with the yet to be imposed state court sentence. It is recommended that defendant be allowed to participate in residential, comprehensive substance abuse treatment and mental health treatment while incarcerated. SRT 5 YEARS. The defendant shall participate in urine surveillance, drug, alcohol, mental health, and/or sex offender treatment and registration as directed by the Probation Office. Model search condition imposed. SA $100.00
