Mr. Everton is also an experienced trial attorney, having tried a variety of types of civil cases throughout the State of Maryland, and he has practiced before various administrative agencies in this State as well. He has an extensive background in health law, having served in the 1980s as contract counsel to the Medical Mutual Liability Insurance Society of Maryland, as in-house General Counsel to the Medical and Chirurgical Faculty of Maryland (the State Medical Society) from 1992 until 1995, as Counsel to the Montgomery County Medical Society, and the Frederick (Maryland) Surgical Center. In these latter capacities, Mr. Everton has lectured on a wide variety of topics in the areas of health law, insurance law and risk management from the prospective of a defense trial attorney. Mr. Everton also has substantial experience in the area of insurance coverage, now representing the Progressive Insurance Companies, the Princeton Insurance Company, and the Maryland Injured Workers’ Insurance Fund in this capacity, as well as various private individuals and companies in matters relating to insurance coverage.


Mr. Everton is a member of the Bars of the State of Maryland, the United States District Court for the District of Maryland, and the Third and Fourth United States Courts of Appeal. He is a member of the American Bar Association, the Maryland State Bar Association, and the Defense Research Institute.


Mr. Everton graduated from the Johns Hopkins University in 1973, and the University of Maryland School of Law, with Honor, in 1976. He was a member of the Maryland Law Review, serving as Articles Editor in 1976. He has authored several articles, including Deceit and Negligent Misrepresentation in Maryland, 35 Maryland Law Review 651 (1976), Advances and Consolidation in the age of Health System Reform, 42 Maryland Medical Journal 1191 (1993) and Health Resources Planning Commission Regulation of Ambulatory Surgical Care, 44 Maryland Medical Journal 125 (1995).


Mr. Everton served on the Board of the Homeland Community Association in Baltimore City from 1998 through 2004, holding the office of Secretary for three years, President for one year, and Chair of the Association’s Legal Committee.


Mr. Everton is a veteran, having served in the United States Army during the years 1968 through 1971.
