Charles has contributed to numerous briefs in the United States Supreme Court at the certiorari and merits stages. He was coauthor of successful merits briefing in Ortega v. Star-Kist, 125 S. Ct. 2611 (2005), a case presenting the question whether the federal supplemental jurisdiction statute authorizes pendent party jurisdiction in diversity cases, and coauthor of the respondent's brief in Hartman v. Moore, 126 S. Ct. 1695 (2006), a case dealing with qualified immunity in the context of First Amendment violations by officers of the United States Postal Service. Charles was also coauthor of amicus briefs before the United States Supreme Court in Medellin v. Dretke, 125 S. Ct. 2088 (2005) and 128 S. Ct. 1346 (2008), a case involving the force of the Vienna Consular Convention in U.S. courts, and Weast v. Schaffer, 126 S. Ct. 528 (2005) and New York City Bd. of Educ. v. Tom F., 128 S. Ct. 1 (2007), cases concerning the interpretation of the IDEA Act. In addition, Charles has coauthored petitions for certiorari spanning issues of international jurisdiction and private international law.
