Additional Information: Philip A. Harley was born in Germany in 1947, the son of a career military officer. He was raised in the United States and Germany until the family settled in Topeka, Kansas, when Phil was in junior high school.

In 1969, Phil graduated from college at Washburn University in Topeka, where he was a national finalist in both the National and International Moot Court Competitions.

At Washburn University Law School, Phil was elected Student of the Year in his senior year, was a member of the Order of Barristers, and graduated at the top of his law school class in 1974.
In 1975, Phil began practicing for the Kansas Attorney General’s office and the Kansas Supreme Court, concentrating on trial-related work and attorney discipline prosecutions. He successfully prosecuted several first-degree murder and kidnapping cases with insanity defenses. He also handled multi-million dollar lawsuits involving the Kansas state government.

From 1979 to 1990, Phil conducted a general civil trial practice, including medical malpractice, commodities fraud, commercial disputes, and civil RICO actions. During this time he also founded a successful software company called Quark, based in Denver, Colorado.

In 1990, Phil moved to California and began to devote himself full-time to representing individuals with asbestos-related diseases. Since 1990, he has tried over 100 cases to verdict, successfully recovering damages for hundreds of clients. One of his clients, a 70-year-old widow, was recently awarded $11.5 million by a San Francisco, CA, jury as damages for mesothelioma caused by asbestos exposure in the 1950s from her husband’s clothing.

Phil is a certified civil trial lawyer, certified by the National Board of Trial Advocacy. He is a member of the California Bar Association, the American Bar Association, the American Trial Lawyers Association, and the Consumer Attorneys of California.
