Todd Mosser

I am a former appellate prosecutor and civil practitioner and now focus my statewide pratice on criminal appeals, petitions under the Post Conviction Relief Act (“PCRA”), and federal Habeas Corpus matters. I also handle a variety of civil appeals and select civil trials.

I attended the University of Pittsburgh School of Law, and graduated cum laude in 2001. Upon graduation, I was inducted into The Order of the Barristers. I received my undergraduate degree from Shippensburg University. I am currently licensed to practice in Pennsylvania and have been admitted to the U.S. District Court for the Eastern District of Pennsylvania, as well as the U.S. Courts of Appeal for the Third, Sixth, and Ninth Circuits.

After graduation from law school, I spent eight years as an Assistant District Attorney in the Philadelphia District Attorney’s Office Appeals Unit. As an appellate prosecutor, I wrote and argued appellate briefs on behalf of the Commonwealth as both Appellee and Appellant, in matters ranging from narcotics transactions to capital homicide. My advocacy resulted in multiple published opinions that established favorable interpretations of law for my client, in both the state and federal appeals courts.

I have argued scores of cases in the trial court, in the Pennsylvania Superior Court, and in the Supreme Court of Pennsylvania. I also gained jury trial experience and litigated numerous PCRA petitions during my time as a prosecutor. My last assignment as a prosecutor was as Chief of Civil Litigation for the District Attorney’s Office. This was a position to which I was appointed by the elected District Attorney, and in which I litigated a number of civil actions in federal court and civil rights appeals in the U.S. Court of Appeals for the Third Circuit.

I also served for ten years as an officer and lawyer in the United States Army Reserve, most recently as a trial defense counsel on behalf of soldiers accused of committing misconduct. In addition to my significant appellate and criminal law experience, I have also had success litigating cases in the areas of personal injury, medical negligence, employment discrimination, civil rights, class actions, commercial litigation and securities litigation.

I am married and have a nine year old son. My hobbies include cooking, baseball (and coaching my son’s team), and Ocean City, New Jersey.
