Practice Areas: Commercial Litigation

Additional Information: Richard Saxe is an associate in the Construction Services and Litigation Services Groups of Babst, Calland, Clements and Zomnir, P.C. Mr. Saxe concentrates his practice in the areas of construction and commercial litigation and arbitration. His construction experience includes representing contractors, subcontractors, suppliers, sureties, owners and design professionals in all aspects of disputes concerning public and private construction projects.

Mr. Saxe regularly represents and advises clients on water and sewer line projects as well as sewage and wastewater treatment plant facilities. His construction experience also includes disputes involving schools, airports, churches, convention centers, bridges, stadiums and athletic facilities, hospitals, commercial buildings, shopping centers and malls, power plants, automotive facilities, courthouses, and residential homes. He also has significant experience in representing clients involved in heavy highway construction projects.

Mr. Saxe has handled a wide range of construction disputes and issues including construction payment disputes, payment and performance bond claims, mechanics' lien claims, delay, acceleration and inefficiency claims, change order disputes, claims for differing site conditions, Pennsylvania’s One Call Act, and claims involving various state prompt payment statutes. Mr. Saxe also has significant experience in construction bid disputes as well as OSHA related matters. He also advises clients on contract formation and negotiation.

In addition to his construction practice, Mr. Saxe also represents and advises clients in a broad range of commercial matters including premises and products liability defense litigation.

Mr. Saxe has represented clients before various state and federal courts and administrative tribunals. Much of his practice also involves representing clients in various alternative dispute resolution forums, including the American Arbitration Association and the Construction Dispute Resolution Group for the Allegheny County Bar Association.
Background

Mr. Saxe received his B.A. from Allegheny College in 1998 where he was recognized as an Alden Scholar. He earned his J.D. from the Duquesne University School of Law in 2001.
Memberships and Affiliations

Mr. Saxe was admitted to the Pennsylvania Bar in 2001 and is admitted to practice in the United States District Court for the Western District of Pennsylvania and the United States Courts of Appeals for the Third and Tenth Circuits. Mr. Saxe is a member of the Allegheny County, Pennsylvania and American Bar Associations as well as a member of the Construction Section of the Allegheny County Bar Association.

Mr. Saxe is a member of the Pennsylvania Utility Contractors Association and the National Utility Contractors Association, where he also has given presentations on construction law topics. He also previously served on the Safety Committee of the Associated Builders and Contractors of Western Pennsylvania.
