Additional Information: David Bowker is a partner in the firm's Litigation/Controversy Department, and a member of the Complex Commercial Litigation, International Arbitration, and Government and Regulatory Litigation Practice Groups. He joined the firm in 1997. Mr. Bowker has a diverse practice focusing on international litigation, complex commercial litigation and securities enforcement and litigation matters. Practice Mr. Bowker represents US and foreign companies, trade associations and foreign governments before US district courts, appellate courts and the Supreme Court, as well as US regulatory and executive agencies. He has conducted internal corporate investigations and represented clients in international commercial arbitration. Before joining the firm, Mr. Bowker worked as an attorney-adviser in the Office of the Legal Adviser at the US Department of State, where he focused on the law of war during the war on terrorism and, prior to that, on ethics and employment law. Mr. Bowker also worked in counter-terrorism as a graduate intern for the National Security Council staff. Recent Highlights Mr. Bowker has recently defended a leading financial institution against allegations of securities fraud in related class actions before two US district courts. He also recently represented a group of foreign companies and a prominent foreign trade association in complex litigation involving public international law before the US Court of Appeals for the Third Circuit. Prior to that, he represented the Federal Republic of Germany as amicus curiae in a landmark constitutional case before the US Supreme Court. He has recently advised clients on various defense and national security issues, including governmental authorities to combat and respond to terrorism within the United States, regulations applicable to US homeland security, violations of the law of war in Iraq and post-government employment and ethics rules applicable to former national security personnel. Professional Activities Mr. Bowker is an adjunct professor at the Benjamin N. Cardozo School of Law, where he teaches “The Law of War and the War on Terrorism.” He has guest lectured at the George Mason University School of Law and the Georgetown School of Foreign Service. Mr. Bowker is a Term Member of the Council on Foreign Relations, and a member of the American Bar Association (Section of International Law and Practice), the International Law Association, the American Society of International Law and the International Law Section of the California State Bar Association.
