False child-abuse accusation. Dorothy Kernaghan-Baez was falsely accused of child abuse for the first time in 1994. While her children were never detained, Mrs. Kernaghan-Baez and her family suffered greatly as a result of coercive, abusive DFACS investigations over the course of two years. As she investigated the problems of false child abuse accusations and the abuse of families by DFACS, Mrs. Kernaghan-Baez came into contact with desperate families who begged her for help with their cases. This led to a serious course of self-guided study and the founding of Georgia Family RightsSM. Since 1995, Mrs. Kernaghan-Baez has been involved in Family Advocacy, both directly assisting falsely accused families and working with other advocates and activists to develop standards of practice for Family Advocacy as well as developing strategies to ensure that DFACS employees follow both Georgia law and DFACS policies. She originated the accepted standard of determining the innocence of potential client families so that Family Advocates can avoid aiding the guilty (Ensuring InnocenceTM). Mrs. Kernaghan-Baez is also the founder of the National Association of Family Advocates, and the author of The Innocent Familys Guide to DFACS. She lives with her family in the Augusta area.
