Description: Civil rights - 42 U.S.C. 1983 - Plaintiff claimed that defendant used excessive force in arresting him. Plaintiff was stopped in the middle of the street when he was encountered by defendants who were responding to a report of gun shots in the area. When asked to produce his driver's license, defendant said that his license was at his home and drove in the direction of his home.
