Description: Raymond Lance Briggs sued the Oklahoma Department of Human Services and Youth Services of Eastern Oklahoma for the wrongful death of his daughter, Kelsey Smith-Rogers. He claimed that his daughter was killed by her mother and step-father who abused her physically and that Defendants failed to protect her from that abuse even though it was known to be occurring. Plaintiff alleged a "systemic failure" to protect his daughter.

Defendants denied wrongdoing.

Outcome: Settled for $625,000.00.
