Description: Portmouth, VA - Portsmouth Police Officer Found Guilty of Voluntary Manslaughter

The Commonwealth of Virginia charged former Portsmouth Police Officer Stephen Rankin with first-degree murder for shooing and killing 18-year-old William Chapman in 2015. The shooting occurred in the parking lot of the Portsmouth Walmart on Frederick Boulevard in April of 2015.

Outcome: Guilty of voluntary manslaugher with recommendation that Defendant be sentenced to 2.5 years in prison.
