Additional Information: A founding member of Dickey & Campbell, Mr. Dickey has been licensed to practice law in Iowa for over four years. Upon graduation from Drake University Law School, he served as clerk to Honorable Harold Vietor, Senior U.S. District Judge for the Southern District of Iowa where he worked closely with the judge to prepare judicial opinions, orders, and memoranda on complex issues of criminal law and procedure, constitutional law, torts law, as well as other areas.
Mr. Dickey practiced briefly with the Bull Law Office P.C. in Des Moines before joining the office of Governor Vilsack and Lt. Governor Pederson as general counsel in October of 2004. While with the Governor’s Office, Mr. Dickey crafted Executive Order No. 42, which restored the right to vote in Iowa for tens of thousands of ex-felons that had already completed their sentences. He successfully represented Governor Vilsack in court in defense of the executive order in the Iowa District Court for Muscatine County. He also served as an ex-officio member of the legislative Administrative Rules Review Committee. In September of 2005, Gary assumed the additional responsibilities as policy director and represented the Governor on legislative and budget issues.
In January 2007 he joined the Iowa Department of Economic Development were he served as a Division Administrator, coordinating their commercialization efforts in the advanced manufacturing, bioscience, and information technology industries. As a registered lobbyist for the department, Mr. Dickey drafted HF 829 and helped the Governor’s Office with the passage of Iowa’s Energy Independence Act.
